I've been looking at this a bit more. As much as I understand the motivations, it seems incredibly heavy to create an entirely separate package just to install one small file for vim. Looking at other packages, it seems they've made the same decision. I see very few (four) packages that seem to create an entirely different package.
This also happened to pop up in discussions at a conference I recently attended. The verdict was... this wouldn't be a good change, despite how trivial it would be. I'm rather inclined to mark this wontfix for those reasons. Again, leaving it open for discussion (and prodding a couple others to get their opinion).
