The upstream tarball of gnokii contains the debian/ dir already. This is generally considered a bad thing. To keep it short: if someone from Debian wants to change something about the package, they have to patch the debian/ dir which is usually provided by Debian itself, which is confusing at best (if you want more info I can provide some references to discussions about this topic). I'd strongly suggest you ask upstream not to ship a debian/ dir inside their tarball.
