even better would be, if one could even configure, for which well known
CSD-programs, it's disabled.

E.g. a program like eog, which anyway doesn't require that much
interaction, one might be okay with having CSDs (and save some space
that is lost with the proper window border+menu + CSD buttons
workaround)...

But the functionality of other programs is IMHO simply broken by CSDs,
so one may want to disable them for those.
Typical example is epiphany (not that one should actually use that for
secure browsing):
the address bar is part of the CSDs,.. and a site is already loaded,
it's no longer a visible text box (unless one clicks in it)... which in
turn makes it pretty random whether one actually gets the address bar,
or the surrounding area which e.g. does double-click-window-maximising.
