Seems reasonable to include them if they're useful.

package, or if we should create a new binary package for them.

Once you've used them, you'll presumably then want the headers and
libraries, so -dev seems like it would work for users of them.

For Fedora, they are built as a separate binary package, which is about 4MB in size.

The other option would be to package the interface headers (and then the Phoenix package could generate the XML documentation itself), if you think that sounds like a better option.
