The problem goes away by setting "DefaultTasksMax=infinity" in /etc/systemd/system.conf. Related bug: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=823530 I'm downgrading this for now because it's not clear which package is to blame. But even if this ends up being a bug in systemd, I wonder why does this package need to simulate a nearly-fork-bomb to ensure that the program built ok. Thanks.
