Hello, I've encountered the same error when upgrading from manpage 3.74-1 to 4.05-1.
It happened on a couple machines that were installed before jessie's release, and upgraded to jessie later. Dima's report appear accurate, once I've purged console-tools, and installed kdb instead, I was able to upgrade manpages without error. Please consider adding the conflict flag as suggested by Dima.
