SOURCE_DATE_EPOCH is not a parameter given to dh, this is a variable set by debhelper. It is not be appropriate to change its value manually in debian/rules. And anyway, the issue of having to change the date to match the one in the upstream documentation would be the same. If you are concerned that the user of convert.pl will not know that they must set GAP_CONVERT_DATE, then I can make convert.pl issue a warning and use SOURCE_DATE_EPOCH instead when GAP_CONVERT_DATE is not set.
