I tried copying the wallpaper.jl from https://github.com/SawfishWM/sawfish/tree/master/lisp/sawfish/wm/ext into /usr/share/sawfish/lisp/sawfish/wm/ext/ and with that it starts up.
I don't know if anything else is missing but it looks ok from a very quick test.
