Dear Maintainer,

I installed youtube-dl on a relatively new system.  The ca-certificates
package was not installed, as it is not "required" by any other packages on
the system, and I do not install "recommends" by default.

With the (strict) dependencies satisfied, I tried to use it:

# youtube-dl https://www.youtube.com/watch?v=qwVKDXw3TB8 
[youtube] qwVKDXw3TB8: Downloading webpage
ERROR: Unable to download webpage: <urlopen error [SSL:
CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:581)> (caused
by URLError(SSLError(1, u'[SSL: CERTIFICATE_VERIFY_FAILED] certificate
verify failed (_ssl.c:581)'),))

When I installed "ca-certificates", the problem went away.

youtube-dl does not require , and does not even recommend or suggest
ca-certificates.  I think it should require it.

I suppose it's rare to install (and use) youtube-dl before any of the
various other packages that require ca-certificates.  It's certainly never
happened to me before on at least a half-dozen other systems I've used
youtube-dl on.
