I'm attaching the full build log in case you don't believe me. When creating only the architecture-independent packages, dh_installdirs does not create "debian/acpica-tools/usr/bin" because that's in debian/dirs which is only for the first package. The first package is acpica-tools, which is architecture-dependent, so debian/dirs has no effect. That's why install -m 755 generate/unix/bin/iasl debian/acpica-tools/usr/bin fails. To reproduce, please try "dpkg-buildpackage -A". BTW: Both iasl and acpidump are dummy and present in jessie. Dropping those package will make this bug to be fixed. Thanks.
