I have seen the same symptoms in which you are forced to do an update to the same revision you are currently on before you are allowed to do a check-in before. Although, I haven't seen it recently. Do you still see the problem on 1.2.3dfsg1-3? What format is your repo in BDB or FSFS? Is it local or remote? If you are accessing it remotely how are you accessing it, svn, ssh, etc?
