Control: reassign 816726 python-pkg-resources

Since the problem is clearly *not* in youtube-dl, I'm reassigning this bug
to python-pkg-resources.
Furthermore, to the python-pkg-resources people, I don't see this problem
with python-pkg-resources from sid (version 20.1.1-1). The only difference
that we have in our systems is that you are using version 18.8-1.

I'm keeping the lines above for the convenience of the python-pkg-resources
people.
As a wild guess, perhaps the original poster has a problem with locales? The
full log is, of course, in the original e-mail.
