I found this same error on a Debian 'stretch' system where I am testing the v9.01 version of Citadel, using the 9.01-1+b1 of the package.
Message from syslogd@mailtst at Mar 7 15:03:55 ... citserver[26561]: citadel should not be configured to run as root! Check the value of c_ctdluid I can confirm after I edited the installed /var/lib/dpkg/info/citadel- server.postinst file to add that line noted in in the bug, then runnin 'dpkg- reconfigure citadel-server'; the error is no longer showing in the log.
