Package: ftp.debian.org Version 1:2.3.0 changed ruby-dev from arch:all to arch:any. Ideally, the automatic decrufter should remove the obsolete arch:all ruby-dev 1:2.3~1, but instead it gets confused and thinks that it would break every package that (build-)depends on ruby-dev. So this one needs manual decrufting.
