I use Epiphany with Gnome 3. Gnome is configured to use "focus follows mouse" (I don't know if that makes a difference). If I click and drag on a title bar for a normal window in Gnome, the window is *not* brought to the front. Instead, it is just moved. However, if I click and drag on an Epiphany title bar, the window *is* brought to the front. This is inconsistent and annoying.
