It seems to be an add-on.
With this add-on disabled it works again

You can fill in nothing. The only buttons on the bottem are Cancel, Back and

Back and Finish doesn't do anything, Cancel let the windows disappear.
I can't reproduce your issue. For me all works as expected netherless I
use my various clients or I create new profiles.
Did you check the behaviour with disabled plugins and/or a new profile?
Is there something visible in the JS console (Ctrl+Shif+J) related to
that issue?
Have you tried to start icedove from a terminal and look there for some
output? Note also the hints within the Debian wiki.
