Moving the dependency to another package does not remove the dependency ;), so this bug is not fixed. AFAICT, initscripts itself is only needed to ensure the Required-Start dependency of keyboard-setup.sh. This problem is solved by replacing the dependency with init-system-helpers (>= 1.29~), which will do the right thing when initscripts is not installed (ie, not abort the installation). -- Saludos, Felipe Sateler
