owfs cannot be built on hurd-i386 any longer (but it built there successfully in the past). The build-dependency libfuse-dev is not available on that architecture. If it is possible (and useful) to build owfs without fuse support, you should restrict this dependency to e.g. Build-Depends: libfuse-dev [!hurd-i386] But if there is no point in having owfs without fuse support, please request decrufting of the outdated binary packages.
