Okay, could you please try to reproduce this issue with current
version of xfig?
I tried this out with 3.2.5-alpha5-7 as well as with current 3.2.5.c-8
and none of them shows your described behavior.
On both of them I can zoom out up to 0.01 using the mouse wheel on the
lower left Zoom widget as well as using Ctrl-Mousewheel somewhere on
the canvas.
I'd like to fix or close this issue soon...
