Which means that you should file a bug against the phpmyadmin package,
however, what is possible is that phphmyadmin requires database updates
and because you had dbconfig-no-thanks installed, that was skipped.
Before you file the bug report, I suggest you try to upgrade from a
working set with dbconfig-mysql installed.

For this bug, if you want to share your /var/log/apt/history.log* files
(or the one where you find the first time that dbconfig-no-thanks is
mentioned), that would be great.
