In Wheezy, /etc/fonts/conf.d/50-user.conf was a symlink to the same
filename in /etc/fonts/conf.avail. This loads user configuration from
~/.fonts.conf (deprecated) or $XDG_CONFIG_HOME/fontconfig/fonts.conf.

In Jessie the symlink is now named 99-user.conf but it dangles. There is
no corresponding file in /etc/fonts/conf.avail; it looks like the
target has moved to /usr/share/fontconfig/fonts.avail but the link has
not been updated.

Please update the target, and it would be nice if this made it into a
point release.
