In addition, rather than using a variable in debian/control and populating it with the PHP API dependency via substvars like everyone else, you are for some reason editing debian/control in a rule called from debian/rules install. While this is not a release-critical bug, it is a policy violation as it means that debian/rules clean cannot restore the pristine sources.
