Well, be assure I haven't touched the update-conf-file-on-configure
thing since several months. And I've never touched that particular part
that choses whether to write or not, so this thing is here since years.
Then, reading debian/pbuilder.config only if MIRRORSITE is not set, do
you confirm that you don't have it set?
otherwise I'd be a bit uncertain why it happens.
Please consider taking a look yourself at
/var/lib/dpkg/info/pbuilder.config if you have time. I've never noticed
this thing myself, and my /etc/pbuilderrc is unchanged since more than
one year (and I can assure you I've removed and reinstalled and upgraded
pbuilder quite some times...)
