If I'm not mistaken, versioned Provides do actually work nowadays. So either way, it should be fine to switch to libpng-dev (either keeping the version or dropping it). The package is is collab-maint, so please feel free to just commit the changes, so they are included in the next upload. If you want to make a team-upload for this change, would be ok with me as well.
