If I understand this correctly all that should be required is a simple rebuild of gdk-pixbuf in an environment which provides the suitable libpng version, as gdk-pixbuf already depends on libpng-dev (| libpng12-dev). An upload to experimental would have to temporarily change the dependency to something like libpng-dev (>= 1.6) | libpng16-dev, since satisfying from unstable is prefered over experimental but we explicitly want the experimental version.
