No... if the new kernel is 3.16.0-4, then the old one was 3.16.0-3.
This is the reason why debian adds the extra digit to the version
number and bumps it each time the kernel is updated.

This goes out the window of course, if you build your own patched
kernel and don't bump the version number.

It it weren't for this, then you would not be able to choose to boot
into the previous kernel version after an upgrade, as it would try to
use the modules from the new version and fail.
