Since it's the interface between Dist::Zilla and debhelper and
Dist::Zilla seems to look for $HOME, it should.
Looks as if its possible to set a specific environment variable named
DZIL_GLOBAL_CONFIG_ROOT to skip the detection of $HOME and set a
specific value. So I'll probably go down that road.
