gDear Maintainer,

First, pybuild is awesome. <3

I found a bug in the handling of http_proxy and https_proxy.  https?_proxy is
set to "localhost:9" to make sure that build processes (and tests) don't make
external requests which would be a violation of policy.

However, localhost is not exempted.  As a result, requests to a local server as
part of testing will likely fail if the https?_proxy arguments are honored.

pybuild should pass the environment variable no_proxy="localhost" to permit
local requests.
