Good question.  You could probably achieve the desired effect by running

cowbuilder --login --save-after-login

and adjusting /etc/passwd in the base build environment.  It might also
be possible to do something with hooks.

The autobuilders use a program called sbuild, which is packaged but
might be more cumbersome to set up.
