It's not clear what config it's referring to. I updated ~/.pbuilderrc to the same mirror, and it was still ignored. I assume it's talking about pbuilder's internal cache? The usage of 'config' is misleading. Furthermore, why even bother having an --override-config option? If I specify update --mirror, then I probably want to use that mirror.
