Bug#799172: It is due to baloo being not installed

Used strace to get the reason why it printed "cannot open the database" and this was due to a baloo file. Baloo was not installed on my system. Installing it only did not change anything but starting it via balooctl did correct the problem. So this is a missing depend problem although I find strange that this is required to start correctly. -- eric
