this should not happen. I've tried to run `emacs --daemon` as a
systemd user service on my jessie box. Needrestarts suggests to
restart my user@1000.service. Therefore I'm unable to reproduce this
behavior, yet. Could you please provide /proc/$PID/cgroup of your emacs
--daemon process?
It should look (on jessie) like:
$ tail -1 /proc/23980/cgroup
1:name=systemd:/user.slice/user-1000.slice/user@1000.service/emacs.service
Maybe something has changed in sid...
