No, I usually turn Recommends off because it may pull in tons of unwanted packages sometimes. libkf5wallet5 has libkf5wallet-bin in its Recommends list. That's a start, but I don't think it makes a lot of sense. Anything that uses kwallet should have a hard dependency on libkf5wallet-bin, since it will simply not work without it. May I suggest making kde-runtime depend on libkf5wallet-bin? That would be the most appropriate place, I think...
