Those issues currently exist due to the transition to KDE Frameworks 5.
Apper would need to be ported to the new desktop, but currently only the
very early work for that is done and it would need someone to step up and
finish it, as I don't have a lot of time to do this at the moment.
Otherwise, Apper will be dropped from Debian Stretch soon, when the old KDE
4 packages get removed.
