Apache2 has directories named like "mods-available" and "mods-enabled"
as well as "sites-available" and "sites-enabled". Things are enabled by
creating symlinks in the -enabled directory to the file(s) in the
corresponding -available directory.

udev seems to have a rules.d directory with a similar purpose as the
apache2 -enabled directories; however, the contents of -available is
just spewed all over /etc/udev.d. I think it'd be a much cleaner, and
more self-documenting, to move those to a -available-like directory.
