Package: libgraphicsmagick++11 Version: 1.3.21-2 libgraphicsmagick++11 has Conflicts+Replaces libgraphicsmagick++3.But different versions of the shared library should be normally co-installable.
The two packages don't share any files (as required by Policy ยง8.1), so I don't see any reason for this conflict.
