In current >= stable debian, the initramfs is supposed to (fsck and)
mount the /usr partition before init starts. This means /usr is always
available. Thus what you're reporting should be a non-issue.

Not sure how this part is related to the previous at all or what
you're talking about here.
What does udev have to do with head/tail usage?
Why does it make it "useless"?
Why do you want the script to be (fully) executed when you have udev
installed? (c.f. /lib/udev/rules.d/85-hwclock.rules )
(Please also note that the script is not even used in a default install,
see: systemctl cat hwclock )

Not sure I understand or agree with you on this, but if you think
you already know the solution to the problems you're reporting
please feel free to also include patches.
