condor fails to build because of the new tetex.
You're using the "H" float option. According to
https://en.wikibooks.org/wiki/LaTeX/Floats,_Figures_and_Captions you
need \usepackage{float} for that, but it seems simpler solution is to
replace it with "!h" or "h".
I have attached one possible patch.
