FWIW, it appears to be related to the disablement of Guile 1.6. I may have to unwind that until I can figure out how Guile 1.6 support causes regex execution problems.... Meanwhile, I've uploaded a "pre20" which contains everything between pre7 (which worked) and pre21 (which did not) *except* the Guile changes.
