Subject: ActiveX browser object fails to install

I downloaded and installed the MusicBrainz Tagger [1] for Windows.
This went smoothly. When I ran the program afterwards, Wine displayed
the message "This application is requesting an ActiveX browser object
but the Mozilla Active X control is currently not installed. Do you
wish to download and install it?" I selected "Yes". A dialog box
popped up very briefly display "Download the Mozilla..." and then
closed nearly instantly. The following message is from the Wine log:

        You need to install the Mozilla ActiveX control to
        use Wine's builtin CLSID_WebBrowser from SHDOCVW.DLL
        fixme:shdocvw:OleObject_GetExtent (0x5592d908)->(1, 0x55c3f7fc)
