Actually, it's the security team which accepted new upstream releases on security.debian.org and the stable release team was never questioned for this. See on https://tracker.debian.org/media/packages/w/wordpress/changelog-3.6.1%2Bdfsg-1~deb7u5 for example, the 3.6.1+dfsg-1~deb7u1 upload was made by Yves-Alexis Perez <[email protected]> of the security team introducing a new upstream release to fix a bunch of security issues.
