The TV channels in Europe are standardizing on the ITU R128 loudness
standard[1] based on the loudness measurement standard ITU BS.1770
standard[2].  This is related to the dBFS scale normalize-audio operate
on, but it not quite the same according to a report from BBC[3].

It would be great if the normalize-audio tool supported normalizing to a
specific LUFS level.

There are a few packages already in Debian related to the R128
standard:

  ebumeter - Loudness measurement according to EBU-R128
  libebur128-dev - implementation of the EBU R128 loudness standard 
(development files)
  libgrooveloudness-dev - loudness scanner sink for libgroove (development 
files)

Perhaps the libraries can be used to add R128/BS.1770 support to
normalize-audio?

I'm currently working on getting bs1770gain[4] into Debian (WNPP
#781026), which provide a LUFS meter and ability to normalize audio, but
it would be great if normalize-audio also supported this scale. :)
