Dear maintainer,
This bug has been pending for a long time and is blocking
cross-installability of hundreds of packages.
I've prepared an NMU for docbook-xml (versioned as 4.5-7.3) and
uploaded it to DELAYED/10. Please feel free to tell me if I
should delay it longer.
