There's a separate GStreamer1 Perl package at https://metacpan.org/release/GStreamer1 so the libgstreamer-perl package itself won't be updated past 0.10. We discussed this issue a bit in the Perl team sprint in Barcelona this weekend, and consensus was to drop the old packages (libgstreamer-perl and libgstreamer-interfaces-perl) but only add the new one if somebody actually needs it. So this bugs will probably turn into a removal bug soonish unless there are objections (and somebody wants to do the work of packaging the GStreamer1 module).
