does your Mail/forwcomps really not insert a from: line?
if so, then that's the problem. 

from the change info for nmh 1.6: 
"NOTABLE CHANGES

The largest change is that post(8) now requires a From: header in all drafts
that it processes."

(this changelog document is mentioned in NEWS.Debian, so you should have
been informed about it during the upgrade.)

i've just rechecked the behaviour with no forwcomps for the user,
just the shipped default in /etc/nmh/, and things 
work precisely as expected; the draft includes
a From: and send is happy.
