Including libfs-capsimage4 in Debian is _not_ possible due to the license of the library which is not compliant with the Debian Free Software Guidelines (DFSG) and there non-free software. Have a look at their license on their download page [1]. If you find a version of this library with a free license, feel free to contact fs-uae upstream or me and we can include it.
