just my opinion, of course, but please let me add:

- changing finger memory is difficult, so I keep entering
  'halt' instead of 'poweroff' occasionally

- if one doesn't notice the error, this will waste
  electricity

- if it happens on a notebook just before putting it
  into a bag, one may risk overheating

- if it happens on a remote server which is configured to
  allow for wake-on-lan, one gets locked out, which may require
  manual intervention on the remote site.

I guess I'm not the only one with these issues, so just changing the
default to not power-off on halt may be a bad idea.
