Package: libunibreak-dev Version: 1.1-1 The libunibreak-dev package does not ship a pkg-config .pc file. Upstream clearly does (in the release provided by Debian) - it's a bug with Debian's .install files - as they do not include the .pc file (libunibreak.pc).
