maintainership usually isn't determined by dependencies.  distlib is/was
considered as the successor (or the base) for distutils/setuptools,
maintainership seems to be in good hands.

Given the history of pip maintenance, and shipping a pip version which actually
touches files managed by dpkg, I think it's even better to keep distlib out of
the hands of pip maintainers.
