I think the dependency should be added to another package:
% apt-file search /usr/share/perl5/CPANPLUS/Internals/Constants.pm
libcpanplus-perl: /usr/share/perl5/CPANPLUS/Internals/Constants.pm
Grepping over libcpanplus-dist-build-perl also shows no occurence of
Package::Constants.
